This is classic Pixel Motion frame blending glitches. You'll notice it between cuts if you go frame by frame. It's trying to add new frames and whenever the frames to either side are too different it doesn't know what to do - like cuts and crazy concert lighting or flashes. I've never used it on an entire clip for this reason.

Like if I precompose, and then frame blend the cmoposed layer, I need to hit "continuous rasterization" so that the frame blending happens to the parent layer that was composed right?
